    Short pulse laser-induced fluorescence experiments on the lowest-energy electronic states (υ〈10−4 cm−1) of trivalent praseodymium ions are reported. Crystals of lanthanum trichloride with a range of Pr3+ concentrations were examined. We compute cross relaxation and upconversion coefficients for the metastable energy levels using a standard rate equation analysis. The limitations of the rate equation approach are examined with a focus on the underlying dynamics of this rare-earth system. The implications of these results for laser emission in the 1.3–7.2 μm spectral range are discussed. © 1997 American Institute of Physics.

    : Increasingly, residential development in urbanizing areas is accomplished by large housing projects, composed of clusters of townhouses or garden partments. It is hypothesized that the runoff from such developments should carry more pollution than that from the same number of housing units on separate plots, because the runoff is conveyed directly to drainage channels rather than being drained across lawns and gardens, which may absorb part of the pollutants. In order to evaluate this effect, storm event data were obtained from a planned unit development near Hightstown, N. J., using samples taken every 10 minutes throughout the storm at two different storm sewers. Results show heavy metals pollution about what had been anticipated, in accordance with the hypothesis given above, and BOD ammonia and phosphates higher than predicted. The results are significant for areawide water quality planning in metropolitan areas, where projections of future pollution loadings depends upon the land use.

    The number of overlapped and unreadable surfaces occurring on bitewing radiographs of 1,417 children participating in a clinical trial was recorded. Of erupted surfaces, only 73.3 % were completely visible to both participating examiners. Interexaminer and intraexaminer reproducibility ratios were calculated according to the F.D.I, recommendations. The ratios obtained in the present study ranged from 0.06 to 0.36. Almost 57 % of approximal cavities were diagnosed on radiographic examination only: 21 % were diagnosed clinically, but were not apparent on the radiographs.

    The proof is rapidly mounting that instream aeration is a technically and economically feasible supplement to secondary treatment of wastes, an alternative to tertiary waste treatment. Some phenomena remain unexplained; and competing technologies, especially those employing molecular oxygen, are being explored vigorously. However, there are convincing arguments in favor of aeration on theoretical grounds, proved technology is available; and the first installations have already been made. While remaining questions are being further investigated, it is time to consider in more detail the broader aspects, as to the institutional, legal, and political hurdles to be overcome before advantage can be taken of the new technology. This paper first summarizes the state-of-the-art as far as technology is concerned; and then outlines the institutional problem.
