Publication Date: 2020-11-03Description: This article presents a multi-method research design for measuring the (trans-)national quality of issue publics on Twitter. Online communication is widely perceived as having the potential to overcome nationally bound public spheres. Social media, in particular, are seen as platforms and drivers of transnational communication through which users can easily connect across borders. Transnational interactivity can be expected in particular for policy fields of global concern and elite or activist communication as practiced on Twitter. Nevertheless, there is still a lot of evidence for the enduring national structuration of political communication and publics as it results from a shared language (mostly), culturally defined media markets, established routines of social and political communication, and sociocultural stocks of knowledge. The study goes beyond measuring user interaction and also includes indicators of cross-referential cohesion. It applies a set of computational methods in network and discourse analysis and presents empirical evidence for Twitter communication on climate change being a prime issue of global concern and a globalized policy agenda. For empirical analysis, the study relies on a large Twitter dataset (N ≈ 6m tweets) with tweet messages and metadata collected between 2015 and 2018. Based on basic measurements such as geolocation and language use, the metrics allowed measurement of cross-national user interactions, user centrality in communicative networks, linking behaviour, and hashtag co-occurrences. Publication Date: 2021-05-20Description: In 2013 Edward Snowden's disclosures of mass surveillance performed by US intelligence agencies seriously irritated politicians and citizens around the globe. This holds particularly true for privacy-sensitive communities in Germany. However, while the public was outraged, intelligence and security cooperation between the United States and Germany has been marked by continuity instead of disruption. The rather insubstantial debate over a so-called "No-Spy-Agreement" between the United States and Germany is just one telling example of the disconnect between public discourse and governmental action, as is the recent intelligence service regulation. This article considers why and where the "Snowden effect" has been lost on different discursive levels. We analyze and compare parliamentary and governmental discourses in the two years after the Snowden revelations by using the Sociology of Knowledge Approach to Discourse (SKAD) to dissect the group-specific statements and interpretive schemes in 287 official documents by the German Bundestag, selected ministries and agencies within the policy subsystem. Publication Date: 2024-11-20Description: The unprecedented scale of mitigation measures taken by governments during the Covid-19 pandemic raised concerns about if and to what extent democracy would be affected. Empirical accounts show that media freedom was the most vulnerable. This article concentrates on interference in digital media, as attacks on the digital realm during the pandemic were particularly harmful given that media activity moved from print to online all over the world. This large-n study makes various important contributions. Firstly, it uncovers whether regime types differ in their reactions to the Covid-19 pandemic regarding the digital media sector. Secondly, it takes a diachronic approach and examines the period before 2020, during the pandemic in 2020 and 2021, and after the pandemic (2022-2023). This longitudinal exploration enables us to make nuanced statements about the post-Covid-19 developments in digital media. Thirdly, the analyses take into account different degrees of measures: less and more repressive as well as disinformation strategies. The results add value to the debate because they demonstrate that all regime types, including democracies, resorted to control mechanisms during the Covid-19 pandemic. Equally relevant is the behavior of these regimes after the pandemic: While democracies by no means cut back on all measures, autocracies did not strengthen all measures. Most remarkably, full democracies are the only regime type where governments increasingly engaged in disinformation after the pandemic. Thus, an important finding is that the pandemic did not constitute a catalyzing event for all regime types to the same extent.
