Ein Schwerpunkt des Arbeitskreises "Zukunftsfähige Infrastruktur" war die Analyse unterschiedlicher Beispielregionen, anhand derer die Veränderungen und die aktuellen Problemstellungen in verschiedenen Raumtypen studiert werden konnten. Von besonderem Interesse waren Unterschiede bei der Infrastrukturplanung in verschiedenen Raumkategorien wie etwa verdichteten Regionen, wie z.B. dem Ruhrgebiet, im Vergleich zu der Planung in einem eher ländlich geprägten Raum, wie dem Raum der Mecklenburgischen Seenplatte. Kernfragestellungen waren die Untersuchung der veränderten Rahmenbedingungen in den Regionen, das Spannungsverhältnis zwischen der Infrastrukturplanung und der Regionalplanung und die Betrachtung unterschiedlicher Lösungsansätze. Aufgrund des breiten Untersuchungsansatzes des Arbeitskreises und der Vielfalt an untersuchten Infrastruktursystemen war ein direkter Vergleich der einzelnen Ver- und Entsorgungssysteme in den Regionen zwar nicht möglich, jedoch konnten interessante Einblicke gewonnen werden, die der Textbeitrag "Einblicke in die Praxis - Erfahrungen aus den Beispielregionen" darstellt. Ein besonderer Fokus wird dabei auf die unterschiedlichen Ansätze und aktuellen Planungen gelegt, die in den Beispielregionen verfolgt werden.

The analysis of the different sample regions, on the basis of which the changes and pertinent problems in the different types of areas could be studied, was a focal point of the "sustainable infrastructure" working group. The differences in infrastructure planning in the different spatial categories such as high density areas – for example the Ruhr area –, compared to planning in a rather more rural area such as the Mecklenburg Lake District, were of particular interest. Core questions to be addressed comprised investigation into changed framework conditions in the regions, stress in the relationship between infrastructure and regional planning and the examination of different approaches to a solution. Although the broad approach of the working group to the investigation was not amenable to a direct comparison between the individual supply and disposal systems in the regions, there were interesting insights to be gained – as described in the paper "A practical insight - experiences from the sample regions". The different approaches and current planning in the sample regions are focussed on in particular.

"Das Modellprogramm 'Förderung sozialer Selbsthilfe in den neuen Bundesländern' hatte zum Ziel, Umfang, Spektrum, Bedeutung und Entwicklung der Selbsthilfe in den neuen Bundesländern zu untersuchen. Geeignete Formen der Unterstützung der Arbeit von Selbsthilfegruppen und Initiativen sollten erprobt werden. Die Ergebnisse des Modellprogramms decken sich grundsätzlich mit früheren Forschungsergebnissen in den alten Bundesländern (vgl. Braun/ Opielka 1992). Das Engagement von Bürgerinnen und Bürger in Selbsthilfegruppen und Initiativen wird durch die Einrichtung von Selbsthilfekontaktstellen maßgeblich unterstützt." [Textauszug]

Die Regional- und Landesplanung setzt sich für lebendige Innenstädte und eine flächendeckende, verbrauchernahe Versorgung mit Gütern der Grundversorgung ein. Die planerischen Festlegungen steuern ein Marktgeschehen, das von Trends zur Größe, zur Verkaufsflächenausweitung und zur Konzentration auf der Anbieterseite bestimmt wird. Regionale Konzepte legen den Rahmen fest, in dem sich der Wettbewerb um Standorte – zwischen den Kommunen – und der Wettbewerb um den Verbraucher – zwischen den Handelsunternehmen – abspielen. Vor diesem Hintergrund fand am 23.10.2009 in Bühl die baden-württembergische "Kleine Regionalplanertagung 2009" statt, die der Regionalverband Mittlerer Oberrhein in Zusammenarbeit mit der Arbeitsgemeinschaft der Regionalverbände Baden-Württemberg und der LAG Baden-Württemberg der ARL organisierte. Die im vorliegenden Band enthaltenen Beiträge behandeln folgende Themen: Steuerung des Einzelhandels durch die Landes- und Regionalplanung - zugleich ein Beitrag zur Normenanwendung im Raumordnungsrecht (Dr. Gerd Hager); Agglomerationsregelungen in der Regionalplanung zur Steuerung des Einzelhandels (Prof.Dr. Michael Uechtritz); Regionalplanerische Steuerung des großflächigen Einzelhandels: Das Einzelhandels- und Zentrenkonzept der Region Bonn/Rhein-Sieg/Ahrweiler (Dipl.-Ing. Jeannette Wagner).

Regional and state planning promote lively inner cities and a comprehensive, consumer-oriented supply of basic commodities. The planning regulations control market activities that are determined by trends in terms of size, on sales area expansion and concentration on the suppliers' side. Regional concepts establish the framework in which competition for locations – between the municipalities – and competition for the consumer – between the retailing companies - take place. Against this background the "Kleine Regionalplanertagung 2009" (Small Regional Planner’s Convention 2009) of the state of Baden-Württemberg took place on October 23rd of 2010 in Bühl, organised by the Regionalverband Mittlerer Oberrhein (Regional Planning Association Middle Upper Rhine) in cooperation with the Arbeitsgemeinschaft der Regionalverbände Baden-Württemberg (Consortium of the Regional Planning Associations of Baden-Württemberg) and the ARL's LAG Baden-Württemberg (Regional Working Group of Baden-Württemberg of the Academy for Spatial Research and Planning). The articles included in the volume on hand deal with the following topics: Guiding the retail trade through regional and state planning – a contribution on the subject of the application of standards in town and country planning (Dr. Gerd Hager); Agglomeration regulations in regional planning to control retail trade (Prof.Dr. Michael Uechtritz); Regional planning control of the large scale retail trade: the retail trade and city centre concept of the region Bonn/Rhine-Sieg/Ahrweiler (Dipl.-Ing. Die Herausforderungen, die sich aus dem demographischen Wandel, dem Klimawandel sowie der kommunalen Finanzkrise ergeben, betreffen zentrale Anforderungen an die technische Infrastruktur. Aufgrund ihrer hohen Kosten und der Kapitalbindung sowie ihrer langen Lebensdauer ist ein hohes Maß an Planungssicherheit für die Dimensionierung und den Betrieb erforderlich. Infolge der absehbaren Entwicklungen treten massive Veränderungen der Rahmenbedingungen ein, die die Planungssicherheit spürbar einschränken und fundierte Szenarienbetrachtungen erfordern. Auf die Raumplanung als querschnittsorientierter und langfristig agierender Planungsdisziplin kommen vor diesem Hintergrund neue Steuerungsaufgaben zu, die in dem Beitrag dargestellt werden. Diese umfassen insbesondere die Steuerung der Siedlungsentwicklung, die Flächenfreihaltung zur Frischluftversorgung und den vorbeugenden planerischen Hochwasserschutz.

The challenges emanating from demographic change, the changing climate and the municipal fi nancial crisis are impacting on central demands on the technical infrastructure. Due to the high cost and capital commitment as well as the long service life, a high degree of certainty in planning for dimensioning and operation is imperative. The consequences of anticipated developments will seriously impact the framework conditions, palpably increasing planning uncertainties and demanding sound scenario analyses. Against this backdrop, spatial planning – which is a planning discipline based on long-term and average fi gures – is faced with new control responsibilities which this paper discusses. These comprise especially control of residential development, maintenance of open spaces to ensure fresh air and preventive planning of protection from floods.

Soll die Energiewende gelingen, erwachsen mit dem Ausbau erneuerbarer Energien auch für die räumliche Planung neue Handlungsfelder, die weit über das traditionelle Planungsverständnis hinausgehen und deren Ausgestaltung sich noch am Anfang befindet. Während die Infrastruktur-, Umwelt- und räumlichen Planungen bisher im Wesentlichen auf die Anlagen und Leitungssysteme der Ver- und Entsorgungssysteme fokussieren, wird ein neuer ganzheitlicher Analyse- und Planungsansatz aufgezeigt, der exemplarisch das gesamte System der energetischen Biomassenutzung von der Rohstoffgewinnung über die Umwandlungs- und Nutzungsphase bis zur Rückführung der Reststoffe in den Naturhaushalt ausleuchtet. Denn nur bei einer ganzheitlichen Betrachtung können die knappen regionalen (Energie-)Ressourcen optimal erschlossen und nachhaltige Energieversorgungssysteme entwickelt werden. Auf dieser Basis wird ein konzeptioneller Ansatz aufgezeigt, wie die räumliche Planung perspektivisch die Entwicklung nachhaltiger regionaler Energieversorgungssysteme mithilfe eines integrierten (Energie-)Ressourcenmanagements proaktiv (mit-)gestalten könnte. Als Beispiel dient der Biogaspfad, da dieser für die regionale Strom- und Wärmeversorgung sowohl aus klima- und energiepolitischer als auch aus regionalökonomischer Sicht besondere Entwicklungspotenziale verspricht.

Under the Labour government the character of spatial policy in England has been subject to significant change. The emphasis has increasingly been on spatial policy as an active social policy. This paper uses the example of public sector key worker housing programmes in England to exemplify and analyse the character of these changes. It argues that the new approach also contains an explicit recognition that social policies can and should be re-oriented towards the wider objectives of accumulation and competitiveness and this has broader implications for the organisation and character of the welfare state.

Wie in den anderen Ländern der Bundesrepublik Deutschland ist in den letzten Jahren auch das Landesplanungsrecht in Nordrhein-Westfalen dem neuen Raumordnungsgesetz (ROG) angepasst worden. Diesen Prozess hat eine Arbeitsgruppe der Landesarbeitsgemeinschaft Nordrhein-Westfalen der ARL beratend begleitet. Nachdem die Mitglieder der Gruppe bereits frühzeitig Empfehlungen zu den kurzfristigen Anpassungserfordernissen gegeben hatten, stand im Mittelpunkt der weiteren Arbeiten der mittelfristig umzusetzende Novellierungsbedarf. Dabei ging es vor allem um die Überprüfung der landesplanerischen Konzepte und Instrumente, die Ausgestaltung der Zielvorgaben, die Zusammenführung von Landesentwicklungsprogramm und Landesentwicklungsplan Nordrhein-Westfalen, die Vor- und Nachteile regionaler Flächennutzungspläne, Überlegungen zu Fachbeiträgen der raumbezogenen Fachplanungen und die kontinuierliche Berichterstattung (Monitoring) im Rahmen der Neuausrichtung der planerischen Tätigkeit. Die Mitglieder der Arbeitsgruppe haben die Ergebnisse ihrer Beratungen im Rahmen von Anhörungen, Seminaren und Diskussionsforen breit und direkt in den Novellierungsdiskurs auf Landesebene eingebracht. Darüber hinaus haben sie ausgewählte Ergebnisse ihrer Politikberatungstätigkeit und Gedanken zu offenen Fragen der Novellierung des Rechts der Landesplanung in Nordrhein-Westfalen zur Veröffentlichung in diesem Band aufbereitet.

As in other states of the Federal Republic of Germany, state-level planning legislation in North Rhine-Westphalia has recently been brought into line with the new federal Spatial Planning Act (ROG). This process has been supported by the advice provided by a working group from the ARL’s regional partnership (the Landesarbeitsgemeinschaft or "LAG") for North Rhine-Westphalia. After making their recommendations – very early in this process – on the issues which called for short-term adjustments, the working group shifted the main focus of its work to areas where amendment was required for implementation over the medium term. The principle tasks to be addressed here were re-examining the concepts and instruments of state-level spatial planning, adding more concrete detail to the general goals, amalgamating the State Development Programme and the State Development Plan for North Rhine-Westphalia, weighing the advantages and disadvantages of regional land-use plans, appraising the technical contributions submitted by sectoral planning agencies, and on-going monitoring within the framework of the reorientation of planning activities. Through hearings, seminars and panel discussions, the members of the working group adopted a wide range of approaches to bring the results of their deliberations directly to bear on the discussion taking place on the amendment at state level. In this publication they also present selected outcomes of the policy-advice function they performed and reflect on some of the questions around the amendment to state-level planning legislation in North Rhine-Westphalia which remain open.

This paper asks the question what kind of local and regional development and for whom? First, definitions are examined to understand what is meant by local and regional development, to establish its historical context and to explore the ‘where’ of local and regional development in space, territory, place and scale. Second, the nature, character and forms of local and regional development are examined to reveal its different varieties, principles and values in different places and time periods. Third, the objects, subjects and social welfare dimensions are addressed to explain the often socially uneven and geographically differentiated distribution of who and where benefits and loses from particular forms of local and regional development. Last, a holistic, progressive and sustainable version is outlined and reflections offered upon the limits and political renewal of local and regional development. Our argument is, first, that we need to consider the basic principles to get a better analytical purchase on the question of ‘what kind of local and regional development and for whom?’, and, second, locally and regionally determined models of development should not be developed independently of more foundational and universal principles and values such as democracy, equity, internationalism, justice and solidarity. The specific local and regional forms and articulations of such principles and values are normative questions and subject to social determination and political choices in particular national and international contexts.

Flächenmanagement tut Not. Es ist nicht nur ein Gebot der Nachhaltigkeit. sondern auch eine politische Zielsetzung, die Inanspruchnahme von "Freiflächen" für Siedlungs- und Verkehrsanlagen auf 30 ha je Tag zu reduzieren. Untersucht werden die Rahmenbedingungen für ein Flächenmanagement. Das geschieht an Fallbeispielen aus Bayern aus unterschiedlichen Räumen. Aus Theorie und tatsächlicher Flächeninanspruchnahme werden Handlungsempfehlungen abgeleitet, die einen Maßnahmen-Mix vorschlagen aus Monitoring/ Controlling, regionaler Verantwortung und Wettbewerbs- und Finanzierungsmodellen für die Innenentwicklung zum Flächensparen.

Land-use management is essential. It is not just a requirement for sustainability - reducing the use of open or unbuilt spaces for settlement and transport infrastructure to 30 ha per day is a political target. This publication looks at the underlying framework necessary for land-use management, using case studies from different areas in Bavaria. The studies draw on land-use management theory and practice to develop recommendations for action. These involve a combination of measures which include monitoring and controls, regional responsibility and competition and financing models for inward urban development to encourage land-resource preservation.

Agglomerationsräume gelten seit langem als Zentren des wirtschaftlichen, politischen und kulturellen Lebens. Dies gilt in besonderer Weise für Deutschland, das mit einer Bevölkerungsdichte von 231 Einwohnern je Quadratkilometer zu den am dichtesten besiedelten europäischen Ländern zählt. Aktuell sehen sich Raumordnungspolitik, Raumplanung und raumwissenschaftliche Forschung in den Agglomerationsräumen vor besondere und vielfältige Herausforderungen gestellt. Das Zusammentreffen von Deindustrialisierung, demographischem und sozialem Wandel sowie regionalem Strukturwandel führt in diesem Raumtyp zu starken Umbrüchen, die hinsichtlich ihrer Auswirkungen und der daraus resultierenden Handlungsbedarfe noch zu wenig diskutiert werden. Vor diesem Hintergrund widmete sich das Junge Forum 2005 der Akademie für Raumforschung und Landesplanung auf seiner Tagung vom 1. bis 3. Juni 2005 in Gelsenkirchen der Situation und den Perspektiven der bundesdeutschen Agglomerationsräume. Neben grundlegenden Fragestellungen wurden vier Themenbereiche besonders behandelt: 1. Zwischen High-Tech und Arbeitslosigkeit - welche ökonomischen Perspektiven haben deutsche Agglomerationsräume? 2. Kooperation als Erfolgsfaktor? Regionale und interkommunale Zusammenarbeit in Agglomerationen. 3. Lebensraum und Designerregion: soziale Vielfalt, individuelle Nutzung, strategische Gestaltung. 4. Aktuelle Aspekte der Siedlungsentwicklung in Agglomerationen.

Agglomerations have long been regarded as centres of economic, political and cultural life. This is particularly true in the case of Germany, which with a population density of 231 inhabitants per square kilometre is one the most densely populated countries in Europe. With regard to agglomerations, federal and state level spatial-planning policy, spatial planning and research in the spatial sciences are all currently facing an array of distinct and diverse challenges. In this spatial type, the concurrence of deindustrialisation, demographic and social change, and the restructuring of regional economies is currently giving rise to quite fundamental changes which to date have received insufficient attention in terms of their impacts and the types of action which are subsequently required to address them. It was against this backdrop that the ARL's 2005 Young Planners' Forum (the Junge Forum 2005 of the German Academy for Spatial Research and Planning) dedicated the conference it held in Gelsenkirchen from June 1st to 3rd 2005 to the situation and perspectives facing agglomerations in Germany. In addition to a number of more fundamental issues, the principal focus of discussion lay on the following topics: 1. Between "high-tech" and unemployment: what are the economic perspectives for Germany's agglomerations? 2. Co-operation as a factor behind success? Regional and inter-municipal co-operation in agglomerations. 3. "Living space" and "designer region": social diversity, individual use, strategic design. 4. Current aspects of settlement development in agglomerations.

Gemeindeübergreifende Zusammenarbeit findet in unterschiedlichen Bereichen und Intensitäten statt, wie z.B. auf planerischen Ebenen über Zweckverbände, Regionale Planungsverbände oder Kooperationsvereinbarungen. Auch der Blickwinkel, aus dem das Stadt-Umland-Problem gesehen wird, unterlag und unterliegt einem Wandel. Der Band zeigt einige Problemfelder in ihrer Komplexität bei der Kooperation auf wie auch die rechtlichen Instrumente zur interkommunalen Koordination und Kooperation. Dazu gehören Fragen zur Standortsicherung, Standortgestaltung, Gewerbeflächenentwicklung im Zusammenhang mit Flächenmangel und der angespannten Finanzsituation. Grundsätze aus der Sicht bayerischer Landesentwicklung werden ergänzend dargestellt.

Collaboration across local authorities takes place in a variety of fields and at different levels of intensity. One example of such collaboration is at the planning level – through specialist associations, regional planning associations and partnership agreements. In addition, the way the city-hinterland question is viewed has changed and is still changing. This publication presents a number of areas of co-operation and explores the complexities involved. It also examines the legal instruments for co-ordination and co-operation between local authorities. This includes issues of securing and managing locations, and commercial site development in relation to land scarcity and the strained financial situation. Comprehensive illustrations are provided of Land-level development principles in Bavaria.

Das Thema "Gebietswasserhaushalt und Braunkohlenplanung" stellt einen zentralen Problembereich sowohl für den aktiven Braunkohlentagebau als auch für den Braunkohlensanierungsbergbau und die entstehenden Bergbaufolgelandschaften dar. Mit diesem Band wird mittels Analysen und Fallbeispielen aus dem Rheinischen (Nordrhein-Westfalen), dem Mitteldeutschen (Sachsen, Sachsen-Anhalt, Thüringen) und dem Lausitzer Revier (Brandenburg, Sachsen) ein weiterführender, integrativer und fachlich tief greifender Gesamtüberblick über diese Thematik vorgelegt, die bislang nur partiell und fachbezogen in einzelnen Fachpublikationen zu finden war. Ausgehend von einer Betrachtung der raumordnungsplanerischen Praxis in den Ländern und Revieren werden zunächst Problemfelder und Handlungsschwerpunkte zwischen staaten- und länderübergreifenden Abstimmungen, Grundwasserabsenkung und -anstieg, Wasserversorgung, "Seetaufen" und Pauschalierungsmodellen aufgegriffen. Daran schließen sich Beiträge zu Nutzungsperspektiven und Betreibermodellen an, die Strukturen aus allen großen Revieren berücksichtigen. Weiter werden wassertouristische Potenziale und Projekte näher betrachtet, wobei regionale und kommunale Entwicklungsvorstellungen zwischen Seenverbünden, „Erlebniswelten“ und Umsetzungsstrukturen mit teilweise noch offenen Erfolgsaussichten näher beleuchtet werden. Den Abschluss bilden die bereits 2002 vorgestellten Leitlinien zu "Wasserwirtschaftliche(n) Belange(n) in der Braunkohlenplanung". Ein umfangreiches Literaturverzeichnis, der Abdruck der Langfassung des Stichworts "Braunkohlenplanung" aus der aktuellen Ausgabe 2005 des Handwörterbuchs zur Raumordnung der ARL sowie eine Kartenbeilage "Braunkohlenreviere in Deutschland 2004" ergänzen den Band, der sich an Bergbautreibende, Behörden und Dienststellen auf Landes- und kommunaler Ebene sowie wissenschaftliche Einrichtungen und Planungsbüros gleichermaßen wendet.

'District water resources and Brown coal management' is a topic of utmost importance to the active and recovering brown coal mining industry, and also for the search for post-mining landscaping solutions. This volume intends to give a detailed, integrative and thorough overview on this topic by means of analyses and case studies from the Rhine region (North Rhine-Westphalia), the Central German region (Saxony, Saxony-Anhalt, Thuringia) and the Lausitz district (Brandenburg, Saxony). Until now, only parts and some aspects of this topic were discussed in few special publications. First, this book reflects on the current landscaping planning by the individual states and districts to identify problem areas and action plans for interstate and international regulations, the lowering and increase of the groundwater levels, water supply, 'lake baptisms' and standardization models. This is followed by studies of utilization perspectives and user models which cover the structures of all major districts. Furthermore, water tourism potentials and projects are examined in detail reflecting regional and local development concepts such as lake associations, discovery / fun parks and the implementation structures with a focus on the potential success. Finally, this volume is complemented by the 2002 edition of the 'Guidelines for water resources in the brown coal planning', by a complex bibliography, the complete version of the definition for 'Brown coal management' from the latest edition 2005 of the Manual for Regional Development by ARL (Academy for Land Research and Regional Development), including the map 'Brown coal Districts of Germany 2004'. This edition is intended for miners, state or local authorities and institutions as well as for scientific institutes and planning offices.

Mit der Neufassung des Landesplanungsgesetzes in Baden-Württemberg und dem Landesentwicklungsplan von 2002 liegen zeitgemäße Instrumentarien vor, die einen zielgerichteten, sachgerechten und effektiven Gestaltungsspielraum für die Landesplanung und ihre Regionalverbände eröffnen. Im Rahmen der Regionalplanertagung wurden Chancen und Risiken in verschiedenen Teilaspekten beleuchtet: kommunale Finanzknappheit, Nachhaltigkeit, Mitwirkung der Regionalplanung bei regional bedeutsamen Angelegenheiten, erneuerbare Energien, Hochwasserschutz, Siedlungsentwicklung und großflächiger Einzelhandel.

The revised Land-level Planning Act in Baden-Württemberg and the Land-level Development Plan 2002 mean up-to-date instruments are available which establish a target-oriented, appropriate and effective framework for Land-level planning and the regional planning organisations. During the regional planners’ congress, various aspects of the opportunities and risks were examined: local authority financial shortages, involvement in regional planning with regard to regionally significant issues, renewable energy, flood protection, settlement development and large-scale retail projects.

Recent studies on industrial districts suggest that their innovative performance is strictly linked to their ability to absorb external knowledge. Yet, the existing literature provides few insights into the functioning of this process. This paper, focusing on leader firms located in a successful Italian furniture district, investigates whether they feed the district with knowledge absorbed from external sources, thereby behaving as gatekeepers of knowledge. Findings show that leader firms are well connected with knowledge sources; yet, linkages with districts firms are far more limited as are informal exchanges, which, when they do occur, are mostly restricted to generic information.

This paper links a multi-period economic Computable General Equilibrium (CGE) modelling framework with a demographic model to analyse the economic impact on Scotland of its projected ageing and declining population. The model quantifies the effect on aggregate economic variables, such as GDP, employment and competitiveness, and also on individual sectors. With the principal demographic projections, the fall in population, and particularly working-age population, has a depressing impact on economic activity. By changing the demographic parameters, we track the impact of increasing net migration, a policy actively being pursued by the Scottish Executive. However, the required size of the annual net-migration needed to neutralise the adverse natural demographic changes is far higher than the current trends.

Regional studies are at a vibrant conjuncture. 'Regions' continue to provide a conceptual and analytical focus for often overlapping concerns with economic, social, political, cultural and ecological change. In the context of increased interest in inter- and multi-disciplinary approaches, 'regions' remain an arena in which synthesis across disciplines – economics, geography, planning, politics and sociology – can take place. Indeed, this cross-disciplinary ethos has long been integral to the Regional Studies Association and its journal Regional Studies (Pike et al. 2007).

What explains the strong performative of the 'region' in academic and popular perceptions? This paper explores this question at two levels, namely that of broader political, economic and social shifts and that of institutional and discursive mediations. The assessment uses an evolutionary perspective based on the Strategic Relational Approach (SRA) and recent institutional-discursive elaborations. Specific attention is paid to question of spatial-scalar configurations and economic versus extra-economic aspects of regional development.
