    Description: Das Internet und die Digitalisierung stellen den Buchsektor seit Mitte der 1990er Jahre vor große Herausforderungen. Dabei lassen sich mit dem Online-Buchhandel, digitalen Zusatzprodukten und dem Auftreten marktfähiger Technologie-Sets zur Substitution des gedruckten Buches drei Wirkungsbereiche der neuen Technologien ausmachen. Das Buch braucht den klassischen Buchhandel nicht mehr zwangsläufig, um seine Leser zu erreichen, Inhalte müssen nicht mehr unbedingt auf physischen Medien erworben werden und Kopierschutzverfahren werden nun auch für den Buchsektor relevant. Im vorliegenden Papier wird anhand von aggregierten Marktdaten ein konzentrierter Überblick zu den bisherigen Verschiebungen in diesen Bereichen gegeben und eine erste Bewertung vorgenommen. Deutlich wird dabei, dass das Eingriffspotential der Digitaltechnologien bezogen auf den Buchhandel ebenso hoch bewertet werden kann wie im Falle der Musikindustrie. Allerdings scheinen die entsprechenden Verschiebungen zeitlich erheblich entzerrter abzulaufen.
    Description: The Internet and digitalization are challenging the bookselling sector since the mid- 1990s. With online book stores, additional digital products and market-ready technology sets for the substitution of printed books, three scopes for the new technologies occur. Books do not require traditional book stores anymore to reach their readers, content must not necessarily be acquired on physical media and Digital Rights Management becomes relevant to the book sector. On the basis of aggregated market data, this paper presents a concentrated overview of the recent shifts and initial evaluations. The potential impact of the digital techniques on the bookselling sector can be valued as high as in the case of the music business. However, the corresponding shifts seem to run substantially slower.

    Description: The volume contains the papers presented during the 9th International Congress of the International Association on Public and Nonprofit Marketing (IAPNM) entitled "Regulation and Best Practices in Public and Nonprofit Marketing". Structured in accordance with the sessions of the mentioned Congress, the volume includes papers and relevant contributions on marketing research development in the public administration, healthcare and social assistance, higher education, local development and, more generally, nonprofit organizations. The social marketing specific issues take an important part of the volume giving the diversity of the approached topics as well as the large number of researchers concerned with this matter. Though of small dimensions, the contents of the sessions dedicated the revival and reinvention of public marketing must be underlined, as well as of the transfer of public marketing best practices to the South-Eastern European states. Publishing this volume represents a term of the interest expressed by over 40 academic and research groups in Europe and other continents with interests in the public and nonprofit marketing field, as well as in other European states’ bodies that develop specific empirical studies.

    Description: Since the late 1990s, the music industry has been undergoing a period of significant and crisis-ridden changes. This period was launched and driven forward by a new set of technologies: digitalization, data compression and the Internet. This paper analyzes the repercussions of this new technological constellation on the socio-economic structures and institutions of this sector. The depiction of this technology-driven sectoral transformation shows that at that time the constitutive impulses for restructuring came from the not well-established fringes of the sector and from external actors. The established companies of the music business were hesitant in accepting the new technological challenges. They initially reacted with blockades and containment strategies and only defined a strategic repositioning upon massive and undeniable pressures to change. The paper argues that the low ability to anticipate and adapt to these technological, organizational and institutional challenges is based on the interplay of several factors. Among these are: (1) general difficulties in anticipating the socio-economic impact of fundamentally new technological opportunities; (2) complex and time-consuming processes of establishing a new techno-institutional match; (3) technological conservatism; (4) the oligopolistic structure of the sector; as well as (5) the hierarchically structured focal companies. Together these factors obstructed a controlled sectoral transformation orchestrated by the established core players.
    Description: "Die Musikindustrie befindet sich seit Ende der 1990er Jahre in einer tiefen und anhaltenden Restrukturierungskrise, die maßgeblich durch ein neues Set an Technologien – Digitalisierung, Datenkomprimierung und das Internet – angestoßen worden ist. In diesem Text werden die Wirkungen dieser neuen technologischen Konstellation auf die sozioökonomischen Strukturen und Institutionen des Sektors sowie auf die Handlungsorientierungen seiner Kernakteure untersucht. Die Rekonstruktion des technikgetriebenen Wandels der Musikindustrie zeigt, dass die wesentlichen Impulse der Restrukturierung von den Rändern des Sektors beziehungsweise von sektorexternen Akteuren ausgingen – und nicht von den etablierten Musikkonzernen. Diese haben die neuen technologischen Herausforderungen sehr zögerlich aufgenommen, darauf zunächst vor allem mit Blockadehaltungen und Eindämmungsstrategien reagiert und erst vor dem Hintergrund eines massiven und unabweisbaren Veränderungsdrucks damit begonnen, sich strategisch neu zu positionieren. Die geringe Antizipations- und Adaptionsfähigkeit der zentralen Akteure der Musikindustrie wird aus dem Zusammenspiel mehrerer Faktoren erklärt. Neben (1.) generellen Schwierigkeiten der Antizipation grundlegend neuer technologischer Möglichkeiten und (2.) aufwändigen Prozessen der Etablierung neuer, zu ihnen passender institutioneller Rahmenbedingungen haben (3.) der technologische Konservatismus und (4.) die oligopolistische Struktur des Sektors zusammen mit (5.) den hierarchischen Organisationsstrukturen seiner führenden Unternehmen einen vom Kern des Sektors ausgehenden und durch ihn kontrollierten Wandel blockiert."     Description: 'The study provides an overview of indicators about the quality of vocational education and training (VET), and outlines basic determinants of a comprehensive system of quality indicators. It considers the systemic as well as the institutional level and takes both a top-down (international frameworks of indicators) and a bottom-up perspective (practice in selected EU member countries). The analysis is based on a detailed framework, comprising the different stages of implementation (input-process-output-outcome and context) and the three European policy priorities (employability - matching of supply and demand - accessibility). Specific performance dimensions specify the priorities (competences - structural employment dimensions - target groups). A distinction is made between indicators to assess the quality of policy making and indicators to assess the quality of provision. There are several comparative indicators related to the policy priorities. However, they don't sufficiently cover the key aspects of performance derived from European policy documents.'     Description: The year 2011 brought many changes to the GIGA. Our president since 2004, Professor Robert Kappel, retired in September 2011. Without his commitment and leadership at the GIGA, becoming one of Europe's leading research institutes in comparative area studies would have been difficult. When Robert Kappel arrived at what was then called the German Overseas Institute, we asked ourselves what it would take for him to alter our course. The situation here resembled that of Greece today: We were nearly shattered; we had to cut our budget; it was not clear whether our funders would continue to finance us; and there was a real risk that the institute might be shut down. I would like to take this opportunity to thank Robert Kappel in the name of the staff for his dedicated work as GIGA president. Several aspects of his professional history were of importance to the institute. He was an expert on a continent -Africa- that had for many years been perceived as hopeless, but had, however, taken a positive turn in the preceding decade. As a long-time researcher at the Institute of Shipping Economics and Logistics in Bremen, he knew how to handle storms und circumnavigate cliffs. As a former handball player, he had the necessary punch for this challenging task. Moreover, Robert Kappel was a specialist in value chains, so we hoped that he would boost the value of our institute. All these qualities proved necessary and useful in shaping the GIGA, a project I think he accomplished very successfully. As part of the reform process it was very important to create a new corporate identity for the GIGA. In this regard Robert Kappel's efforts were particularly effective. When he left the presidency, there was a broad consensus that the GIGA should continue on the trajectory he had initiated. Robert Kappel had very high standards and could be quite demanding as president. However, he also managed to communicate that although science is hard work, it is gratifying work and that a researcher at the GIGA is in a privileged position. We are pleased that Robert Kappel will remain at the GIGA as president emeritus and senior research fellow so that we can draw on his expertise and experience. The year 2011 also saw political change in Hamburg in the aftermath of the February 2011 elections. Second Mayor and Senator for Science and Research, Dr. Dorothee Stapelfeldt, has assured the GIGA that the institute's financial perspective for the coming years is sound, for which we are very grateful. We likewise thank the Hamburg Ministry of Science and Research and the Federal Foreign Office for their close cooperation and financial support. Last but not least, I would like to thank the entire GIGA staff for their contributions and commitment. (author's abstract)
