    Description: This report was commissioned by the European Science Foundation (ESF) in the framework of the Member Organisation Fora instrument (Member Organisations in Central and Eastern Europe) from the Aleksanteri Institute, the Centre for Russian and Eastern European Studies. The aim of the study was to identify and analyse the situation and challenges in research in Central and Eastern European Countries (CEEs), particularly concerning research conducted in Higher Education Institutes (HEIs) and in the field of social sciences. The main emphasis of the report is on state-run universities. The countries under examination are Bulgaria, Croatia, Czech Republic, Estonia, Hungary, Latvia, Lithuania, Poland, Romania, Slovakia and Slovenia. All these countries are members of the ESF with the exception of Latvia, which was included in the study because it was seen as an integral part of the area under investigation. The respective countries are new members of the European Union (EU). The information on each country is presented in one of the main sections in this report.

    Description: Science has been adopted as an object of study by various other disciplines, among them psychology. Approaches to the 'psychology of science' can be grouped as (1) works based principally on the study of the personal characteristics of scientists in terms of types of reasoning, personality, or special capacities such as creativity that differentiate them from non-scientists; & (2) those focused more on the cognitive aspects of science, such as philosophers, epistemologists, & cognitive psychologists or scientists sharing their interests. Areas of interest include processes of normalization in science, normative aspects in processes of publication, processes of social influence & social comparison, values & beliefs in science, belief systems, science & ideology, ethics in the production of scientific knowledge, organizational context of scientific research, & science-society relations. Prominent authors & their works in these & other areas are referenced.

    Description: "Das Paper beschäftigt sich mit der Rolle des Diskurses und dessen Hauptprotagonisten bei der Förderung von Entscheidungen über Betriebsverlagerungen. Wenn die Wirtschaftsbedingungen ungewiss sind, ist der Diskurs ein 'Ort', an dem Ideen und Paradigmen sowie mögliche Handlungsoptionen 'kreiert' werden. Da Interessen nicht als gegeben angenommen werden können, sondern vielmehr als 'sozial konstruiert' betrachtet werden sollten, trägt der Diskurs zur Definition der Interessen von Akteuren bei, indem er Argumente und Kausalbeziehungen zwischen dem Funktionieren des Marktes und dem individuellen Handeln auswählt, verstärkt bzw. legitimiert. Einige Umfragen in deutschen Unternehmen zeigen, dass die Vorteile für Firmen nicht so eindeutig sind, obwohl die Anzahl der Produktionsverlagerungen wächst. Das Paper argumentiert, dass die öffentliche Debatte in deutschen Zeitungen und Businessmagazinen seit den 1990er-Jahren die Entscheidungsprozesse über Produktionsverlagerungen beeinflusst haben könnte, indem die Nachteile der Produktion in Deutschland stark betont sowie potenzielle Konflikte und zusätzliche Kosten ausgeblendet wurden, die für die Firmen bei der Produktionsverlagerung zusätzlich entstehen."     Description: "The paper examines the role of discourse in supporting firm's decisions to relocate and how main actors influence such discourse. If there is uncertainty about the general functioning of the economy, discourse is the place where ideas and paradigms, and possible options of behavior, are created. Since interests are not given a priori but are socially constructed, discourse contributes to their definition by selecting, amplifying and legitimizing arguments and causal relationships between the functioning of the market and individual behavior. Some surveys of German companies show that while relocation is increasing, the advantages for firms are less clear than expected. The main argument of the paper is that the public debate in German newspapers and the business press since the 1990s could have influenced the processes of decision-making over relocation by amplifying the disadvantages of remaining in Germany and neglecting the conflicts and additional costs arising for companies by relocating their production activities."     Description: Several European countries have recently introduced, or are planning to introduce, citizenship trajectories (voluntary or obligatory inclusion programmes for recent immigrants) or citizen integration tests (tests one should pass to be able to acquire permanent residence or state citizenship). Authors such as Joppke claim that this is an articulation of a more general shift towards the logic of assimilation (and away from a multicultural agenda) in integration policy paradigms of European states. Integration policies would even be converging in such a fashion that it would no longer make sense to think in terms of national models for immigrant integration. The empirical fact of diffusion of civic integration policies throughout Europe cannot be denied. This paper claims that there is, however, still sufficient distinctiveness between immigrant integration policies in order to continue and use an analytical framework that distinguishes national models.

    Description: "Mit dem Wechsel von Zentralwirtschaft zu Marktwirtschaft mussten Gewerkschaften in osteuropäischen Ländern entscheiden, wie sie sich in den industriellen Beziehungen positionieren. Dieses Working Paper fragt, ob und warum Gewerkschaften sich strategisch für ein kooperationsorientiertes oder konfliktorientiertes Verhalten gegenüber den Arbeitgebern entschieden haben. Gegenstand der Untersuchung sind dabei die Beziehungen zwischen Arbeitgebern und Gewerkschaften auf nationaler, sektoraler und Unternehmensebene in Rumänien. Konflikthafte und kooperative Beziehungen zwischen Arbeitgebern und Gewerkschaften entwickelten sich nach 1989 parallel zueinander, mit einer höheren Tendenz zur Kooperation. Die Studie zeigt, dass nicht nur ein ideologisches Erbe und überkommene Institutionen, sondern auch die anfangs entschiedene Teilnahme an der makroökonomischen Transformation für die Entscheidung der Gewerkschaften zur Kooperation mit den Arbeitgebern ausschlaggebend waren. Die weit verbreitete Ansicht, dass Gewerkschaften in Osteuropa schwach sind, wird bestätigt. Gleichzeitig wird jedoch gezeigt, dass sie es in der Hand haben, ihre eigene Zukunft offensiv zu gestalten, vorausgesetzt, es gelingt ihnen, ihre Mitglieder zu mobilisieren. Darüber hinaus müssen Gewerkschaftsführungen fähig und willig sein, sowohl Konflikt als auch Kooperation in ihren Beziehungen zu den Arbeitgebern nutzen können. Der Vergleich der Ergebnisse aus Rumänien mit anderen osteuropäischen Ländern spiegelt den Stand der Transformation in Rumänien wider und zeichnet ebenso einen erweiterten Anwendungsbereich des der Studie zugrunde liegenden theoretischen Ansatzes."     Description: "The shift from centrally planned economies to market-oriented economic models presented trade unions in Eastern European countries with crucial choices in relation to their roles as industrial relations actors. This paper investigates whether (and why) unions have chosen adversarial and/or co-operative relationships with the employers, based on a strategic choice conceptual framework. It focuses on trade union relations with employers at national, sectoral and company levels in Romania. It is argued that adversarial and co-operative relations between unions and employers developed simultaneously after 1989, but co-operation was the prevalent approach. Evidence suggests that ideological legacies, former institutions and the initial decision to participate in the macroeconomic transformation played a key role in shaping unions' choices towards co-operation with employers. Although this paper confirms the widespread view that labour is rather weak in Eastern Europe, it indicates that unions can be proactive and shape their own future if they have the capacity to mobilise their members and union leaders have the skills and willingness to use both conflict and co-operation in their relationships with employers. The comparison of evidence from Romania with other Eastern European countries reflects on the stage of Romanian transformation and also illustrates a wider possible applicability of the theoretical framework employed for the study."     Description: Is there a clear distinction between development and decline in contemporary urban life? In this volume we argue that there is not. Irregularities of development express themselves in contrasts, and these contrasts are particularly important outside of metropolitan centres, in places where we can simultaneously observe the signs of development and the symptoms of "development of underdevelopment." The book is divided into two parts, Global and Local Contexts of the Postcommunist City, and The City in Transition—Gentrification, Revitalisation, Activisation.
